Daze mechanic in PvE

This bug has been here for literally YEARS and i'm really getting tired of this especially when i'm exploring some dungeon or zone.
I will use wowwiki for source and i'm pretty sure it's described correctly there.

From reading this you can conclude that there is NO FUCKING WAY that a level 10 mob can daze a level 80 player for example but what happens is that level 1 mob manages to daze me even in tank gear with 570 defense :@ Defense seems to not reduce the chance you will be dazed or the mobs have a lot bigger chance to daze you, i have no idea to be honest, but there is something wrong with the daze mechanic in PvE. I just remember this thing from retail - my paladin and bear tanks were defense capped there and while they were defense capped mobs NEVER EVER had been dazing them.
